What are the effects of child protection crises on democratic culture? What are the moderating factors (ex. What are the determinants of the views on child rights and on child protection? What are the roles played by social trust, institutional trust and nationalism in each of the two societies? How successfully is the child protected according to the rights of the child? By answering this question, the project will assess whether the CRC, in the one end, is embedded in the democratic rule of law, or, in the other end of the continuum, whether the rights and norms of the CRC constitute a mere lofty promise that fail to have any meaning to its citizens once we shed light on it.

The project (CONSENT) will examine empirically to what extent the United Nations Convention on the Rights of the Child (CRC) is considered to be relevant in democratic assemblies and legal regulati ons, if it corresponds to the nature of trust people have in child protection services, and if it can be traced through professional practices. All the recorded evolutions point to a saturation of demand for these fields of study and the orientation of demand, via effectively maintained inequality towards socially more rewarding domains like medicine.

The results suggest that the expansion and the subsequent contraction were due to the inflationary demand and offer in credentialized fields of studies supplied specially by private universities. Using national and European statistical data and selectivity indicators collected from the Romanian public and private universities' webpages the authors discuss: the distribution of enrollment expansion and contraction by property of university, type of financing and field of study selectivity indicators publication practices the ecolution of admissions' selectivity indicators evolutions of selectivity indicators by fields of study and types of universities. The article investigates in a descriptive manner the evolution of selectivity of admissions to Romanian universities in the context of dramatic changes of figures regarding enrollment in higher education between 2007-2013. I conclude with a discussion of what we know and what we don’t about the linkage of corruption, education, and political culture in Romania. While some of my arguments are speculative, they fit well with the existing literature and are based on empirical findings. The focus of this chapter is small-scale corruption in education, which can have lasting effects on trust and other core democratic val-ues. The claim in this chapter is that small-scale corruption in the civic domain matters as well, impeding not only social and economic development but contributing to the slow pace of democratization by eroding some of the norms and attitudes that make democracy work. Moreover, it is not only large-scale and political corruption that can have negative consequences upon political culture. I will argue that simultaneous placement on the lowest ranks results from a series of mutually reinforcing causal linkages. Romania not only has one of the lowest levels of civic and political participation in the EU and one of the lowest levels of political and social trust, it is also the country with the highest scores on most measures of corruption. Furthermore, economic crisis coupled with a high level of perceived corruption makes for a toxic mix. Countries with shallow democratic cultures can be unstable and, if subjected to intense so-cio-economic stress, might suffer significant political backsliding.
